THANKS to everyone in helping unravel this mystery. This is what I think happened:
Considering
what Laurie said about the Bunny & Monkey being released as singles along with the 361 to 364 wave of singles,
and Huntress's picture from TRU.FR showing the St. Bernard along with the 365 to 371 wave of singles,
and luvponies confirmation on the numbers,
I'm guessing that Hasbro had originally planned pets for the missing singles 360, 365 & 369 but for some reason decided not to go with them and instead included the older pets to fill in the cases.
Since these pets were included in the older packaging with no numbers on them, they weren't being re-released as the missing numbers, but just filling in the gaps in the cases. So the St. Bernard single is the #76 St. Bernard from the Snowfall fun set, but was also released as a single along with the 365 to 371 wave, the same as the bunny and monkey had been done with the 360 to 365 singles.
I hope that made sense. The long and short of it is that the dog itself (and bunny and monkey) was released in the US, but was probably only released as a single outside the US.

Also, I ran across this picture of a possible new advent calendar for this year on the TRU.fr site while looking for the picture of the singles that Huntress had found there:
If this really is going to be the new advent calendar here, too, I like the looks of it better than last years.
